All over the world there is increasing demand from all sides for more local involvement in the planning and management of the environment. It is widely recognized that this is the only way that people will get the surroundings they want. And it is now seen as the best way of ensuring that communities become safer, stronger, wealthier and more sustainable.

But how should it be done? How can local people – wherever they live – best involve themselves in the complexities of architecture, planning and urban design? How can professionals best build on local knowledge and resources?

Over the past few decades, a wide range of methods has been pioneered in different countries. They include new ways of people interacting, new types of event, new types of organisation, new services and new support frameworks.

This website provides an overview of these new methods of community planning. It is aimed at everyone concerned with the built environment. Jargon is avoided and material is presented in a universally applicable, how-to-do-it style. Whether you are a resident wanting to improve the place where you live, a policy maker interested in improving general practice, or a development professional working on a specific project, you should quickly be able to find what you need.

The methods described here can each be effective in their own right. But it is when they are combined together creatively that community planning becomes a truly powerful force for positive and sustainable change. Just a few of the many possibilities are featured in the scenarios section towards the end of the website.

In years to come it is possible to imagine that every human settlement will have its own architecture centre and neighbourhood planning offices; that all development professionals will be equipped to organise ideas competitions and planning weekends; that everyone will have access to planning aid and feasibility funds; that all architecture schools will have urban design studios helping surrounding communities; and that everyone will be familiar with design workshops, mapping, participatory editing, interactive displays and other methods described here.

When that happens, there will be more chance of being able to create and maintain built environments that satisfy both individual and community needs, and that are enjoyable to live and work in.

In the meantime the art of community planning is evolving rapidly. Methods continue to be refined and new ones invented. There is a growing network of experienced practitioners. This website will hopefully help with the evolution of community planning by allowing people to benefit from the experience gained so far and by facilitating international exchange of good practice.

Roy - Worker in Ryans Pub

Location: Ryans Pub, Dundrum Road

The car park beside the pub is owned by the pub. Roy said they don’t enforce clamping. The reason they put the paid parking in place is because of the large number of people who were not customers that started parking there during the day to take the LUAS.

Roy said there is a lot of underage drinking on the site. He said they are just kids, not threatening.

Opinion: Why should we turn our backs on this element of society?, Provide a space where these kids can hang out but not dark corners of parks – this results in a threatening feel for people who move through the space.

The pub maintain hedges around the car park – the guy who does them is away on holidays at the moment so that’s the reason why they are overgrown

Frequency of visiting a park: He would go to St Columbanus Park twice weekly to practice golf.

Littering: He said that when the weather is good, there are often a lot of cans littered around the site on weekend mornings.

History: 20 years ago the entire site was overgrown. The council then put in the two bridges & culvert.

Vandalism: Over the 40 years living in the area it was very seldom he had seen cars burned out. He said he would not walk through the park at night because of fears for his personal safety.

Aspiration for Site: Seating, Flowers & Lighting at Night

Community Gardening Initative: He said personally it was not something he would get involved in but that he is aware of people who live in Mulvey Park who win competitions every year for their gardens. He said they might be people who could be interested in an initiative like that.

Amenity: He said that the park opposite Clonskegh Business Park always has people sitting out in it when the sun is shining. For some reason people don’t do the same in the site.

Siobhan O’Connor – Resident of Highfield Park

Dog Walker & Mother of Teenage Children

Location: At Home

Frequency of visiting the site: Four times a week – taking her dog for walk. She follows the same route we took on Monday through the site and into Columbanus Park.

She doesn’t believe there is any open space or park that she would consider her Local Space.

Safety: At night she would not enter the site for fear for her own personal safety. In the morning she sees homeless people in the park. She said she feels very unsafe walking along the bridge on St. Columbanus Road. She said it was dark here at night and she had heard of people being assaulted and robbed here. She also said that cars have been burned out here. She knows of people who won’t allow their children to go to the LUAS on their own in the evening.

She believes that people are coming into the area on the LUAS to rob houses. She said that a problem with creating a sense of ownership/pride in anything that created in the site is that you have other people coming into the area who don’t care.

Appearance: Graffiti and litter in the park is unappealing

She said she was unaware of any name for the site

Aspiration for Site: Seating, Access, more paths, Flower beds & Children’s Play Area

Perhaps having a Dog fenced Area. It is something she saw in Nice and in Marley Park. If seating was created around this space then it would bring a Dog Community together.

Gardening: She was very strongly in favour of the idea of a community garden initiative. She said there is a large population of elderly people in the area who would have gardening skills who she thinks could be interested in getting involved with something – Possibly an initiative to pass on their gardening skills to the younger people in the area. She referenced Allotments in Mount Anvil.

Community: Siobhan said there is a strong sense of community in her estate. However there is not really any connection with the communities in the other housing estates in the area.

Community Meeting: She was in favour of this idea. She suggested September would be a time when people would have more time and less people would be on holidays.

She suggested the idea of a Field day – Egg & Spoon race for the Kids & a fastest Granny Race.

She was in favour of participating in monthly meetings

Community Space: She was not aware of any community space. She said that elderly people are picked up every week at the pub and brought to play in Dundrum.

Woman(70) – Resident of Highfield Park

Location: At Home

The lady in this house looks after an elderly woman. She brings her for a walk in a wheelchair twice a week. She said she enters the park through the main entrance. She uses the park because she does not like to walk along Dundrum Road because it is so busy.

She said there is a lot of old people in the area & a large younger generation growing up who need a community space.

Aspiration for Site: Seating & Space to relax needed. One of the reasons she goes to the park is for peace and quiet.

Community Garden: She was open to the idea and referenced one that had started in Balbriggan. She said she was unsure how many people would want it as a lot of the houses have large back gardens.

Wildlife: She felt that the park was a valuable resource for its wildlife value.

Safety: At night she would not go into the park. She would feel safe at other times.

Woman (50) – Resident of Social Housing Maisonette on St. Columbanus Road

Mother & Housewife

Location: On St. Columbanus Road – En Route to Village

She has two young children. She needs somewhere to bring the children and a Play Area is what she really needs. She has to go two tops down on the LUAS to Cowper and then walk for 10mins after that.

She was not aware of any community space in Windy Arbour but she said the St. Columbanus Residence Association use the school for Karate & Bingo.

Access: She said it was hard for her to get into the site because of the wall at the bridge.

She felt the park was not very clean, no facilities for young people and at night she would not feel safe in the site.

Subsequent to my conversation with her I met her 30mins later, sitting on the wall of the green space opposite Ryans pub. Her children were playing on the grass. She said she would never think to go into the green space behind the pub.

Male & Female(23) – Resident of Farrenboley Park

Students

Location: Bus Stop on Dundrum Road

These two students would only use park as a short cut to the shop. The girl would not use it at night time. The man said he would. They never stay in the area to socialise. They don’t know anybody who lives there.

They would like to see a seating area and the park cleaned up.

WING – The Portable Windmill

WING was one of the top nominees in the Home category for the Index 2007 “Design to Improve Life” awards. The WING concept design for a personal windmill is created by the Croation designers Mladen Orešić and Ines Vlahović.

Functionallity and use of design:
When we turn windmill to the wind, a small generator suited in the central bowl turns the mechanical energy of the wind into electrical energy sufficient to satisfy elementary human needs (mobile phone, laptop, light, portable fridge…)…The original intention was that Wing should provide el. energy when there is no other source ( on the beach, in the mountains, when we are camping far away from civilization, on the boat…), but at the same time as a secondary source of electricity in our flats.

FROM THE GROUND UP WORKSHOP
SURVEY OF PEOPLE IN THE WINDY ARBOUR LOCALITY
22nd JULY

I spoke with 3 different age groups in the area.
-The Residents of Glasson Court which overlooks the green space.
-The office workers in Dundrum Business Park.
-The owners/ workers in the local shops.
Each group had distinct views about the green space.

RESIDENTS OF GLASSON COURT

Glasson Court has the only residence that face onto the green space and consists of 24 apartments contained in 4 unit buildings.
They are owned by Dun Laoghaire Rathdown County Council and occupied by old age pensioners.
6 residents responded to the call of which 3 were positive about the green space and 3 were apathetic or negative. Those who were positive mostly appreciated it as a visual amenity. Most of the elderly residents would be averse to change which might upset the status quo of the green space.

One old man was particularly critical about youths regularly drinking, littering and setting fires in the green space. This concern was not corroborated by the other residents.
2 elderly ladies said their grandchildren use it to play sometimes when they occasionally came to visit.
Residents are happy with vegetation by river as it is a refuge for wildlife including herrins and foxes.
Residents are happy for people to walk their dogs but are concerned about them not cleaning up after their dogs.
Residents are happy for office workers to have their lunch there but are concerned about them littering.
Of the 2 residents questioned about having a bridge to the Dundrum Road access one would like it for easier access and the other would not as this would bring more through traffic.
The apartments themselves make poor use of the green space. The front doors of the ground floor apartments are screened from the green space by a constrictive porch. Any residents from the first floor apartments who answered the call did so from their first floor window rather than their front door at ground level. A balcony at first floor level with a patio below on each of the apartments would enhance the elderly residents’ enjoyment of the green space from their own apartments.

OFFICE WORKERS FROM DUNDRUM BUSINESS PARK

I interviewed office workers at the entrance to the business park at lunchtime on their return from the shops. They were mostly in their 20’s and the majority were female.
The majority were not aware of the green space or didn’t use it due to the poor and unwelcoming appearance of the entrance across the road.
Almost all of those interviewed would be encouraged to use the space at lunch time if benches were added and the Dundrum Road entrance was made more welcoming.
Litter bins would need to be added to avoid littering and upsetting the residents.

OWNERS/ WORKERS IN THE LOCAL SHOPS
Most of the shop owners and workers do not live in the area and do not get to go out for lunch so they would not have an interest in the local green space but like to make use of the green space/ parks in the area where they live. Of the 6 shop owners interviewed, 4 were interested to discuss green space and 2 were disinterested.
The owners of Breffni Pets and Coyne’s Corner house pub did not see any potential in engaging the rear of their premises with the green space.
The owner of Coyne’s Corner house said that the space was considerably better maintained now than in the past.

STUDY OF USAGE OF GREEN SPACE from 13.40-14.40. 22nd July

7 people were in the Green Space from 13.40-14.40.
3 people were passing through from the Dundrum Road access to Farrenboly Road or vice versa.
4 actively used the green space:
-Male in 20’s walked dog around river.
-Male in 20’s sat in car beside green space and had lunch.
-Female in 30’s with child sat in North East Corner .

Complex Order: Intrusions in Public Space

Complex Order: intrusions in public space, a design monograph recently published by Winnipeg's venerable Plug In Institute of Contemporary Art. The book collates a decade of creative output by Eduardo Aquino and Karen Shanski who operate under the moniker spmb - an acronym acknowledging the duo's divergent connections to São Paulo and Manitoba. Aquino and Shanski, both trained as architects, are active on the street and in the gallery through a practice that is particularly concerned with examining public space. Past projects have inscribed street furniture with information to create "everyday memorials", created perceptual interventions which challenge users and playfully explored graphic design and signage in the urban landscape. What initially drew me to Complex Order was the following statement, that describes the philosophy underlying the monograph:

We were not interested in the traditional monograph, centred in the production of the individual artist, but instead in the relationship of the work within a larger context. We work "in response" to circumstances and challenges presented to us, often in the public realm. Therefore, we wanted Complex Order to create a kind of public space of sorts, made of several constituencies, to stretch the discussion of public space itself, its poetics and politics, its actions and representations.

An anti-monograph monograph? Yes, and an engaging one at that. Aquino and Shanski have not only done an admirable job of presenting their own body of work but situated it within a constellation of other projects by peers and influences. The serial photography of spmb's All the Signs of Pembina Highway (2003) is displayed alongside Ed Ruscha's Every Building on the Sunset Strip (1966) and Gilles Hébert's Town Without Pity (1989) - all grounded by even-handed analysis. The book is a pleasure to move through as the typical hierarchies associated with chronology and inspiration melt away yielding the districts and "constituencies" promised by the mission statement rather than the opaque notions of absolute authorship implicit in most design monographs.

Complex Order organizes content by way of geography. Winnipeg, São Paulo and Montreal become the frames for considering work by spmb and peers - the book brings together approximately two dozen projects. For additional context, the monograph also includes several (refreshingly informal) interviews as well as essays contributed by Adrian Blackwell, Charles Kirschbaum and Theodore Zeldin.

While this review has focused on context it goes without say that the work of spmb is diverse and engaging. Some standout projects include the studies of and reactions to Oscar Niemeyer's Copan building and the various Canadian memorial projects. greenspaces are the 'green lungs' of our towns and cities contributing to improving people's physical and mental health by providing places for informal recreation - walking, cycling, sitting, socialising and children's play - and 'breathing spaces' to take time out from the stresses of modern life. They bring the countryside into our towns and cities, and make it accessible from our 'backdoors'.

greenspace is any vegetated land or water within or adjoining an urban area. This includes:

green corridors like paths, disused railway lines, rivers and canals
woods, grassed areas,parks, gardens, playing fields, childrens play areas, cemeteries and allotments
countryside immediately adjoining a town which people can access from their homes
derelict, vacant and contaminated land which has the potential to be transformed

greenspaces help to make neighbourhoods attractive places where people want to live and work.

The quantity, quality, character, distribution and accessibility of greenspace varies across Scotland, reflecting local circumstances. Greenspaces are used in many different ways and include not only areas to which the public have physical access, but also visual access, for example, in the way greenspaces provide settings for buildings, communities and everyday activities.

Chaired by Sarah Ichioka, Director, The Architecture Foundation

Teddy Cruz and Pedro Reyes have a history of collaboration that extends back several years, including the 'Conflict Resolution' exhibition for the San Francisco Art Institute in 2008. Their shared investigations into design strategies for social transformation in globalized times propose a new synthesis for art and architecture. Their 'micropolicies' examine how to resolve the urban, in sites ranging from the borderlands between Mexico and the USA to post-conflict Iraq, treating the later as a case-study in conflict, mediation and facilitation.

Research into 'top down' versus 'bottom up' planning and action, and informal and alternative solutions, see the two combining their respective disciplines knowledge into a search for solutions at an urban level, and proposing a new relationship between art and the public.

The work shop will happen in 2 stages, week 1 will run from Monday 20th - Friday 24th July and will have research and ideas focus. There is a 'Public Space' lunchtime conversation planned for Monday 27th July, which myself and Michelle are organizing.

We will then take some time out to reflect on the ideas developed and those who are available can take part in week 2 which will happen in early August provisionally 5th - 12th August.
